Emerald Lakes Board of Directors Open Meeting, November 23, 2024

The meeting was called to order at 9:35 AM. All board members
were present. General Manager Darryl Gamble and Assistant General
Manager Nicole Clemens were also present. After the Pledge of
Allegiance, Chris Claude, President, called for a motion to approve
October’s board meeting minutes. A motion was made by Maria
Tirado-Quinones and seconded by Mike Camino. It passed
unanimously.
Claude started his President’s message, thanking the members
that came out that day. With the early snow fall it is important that
everyone be prepared with winter preparations. Everyone should have
their tires checked, and if you are shoveling snow you should take
breaks often. The days are getting shorter, so be careful at the school
bus stops. Kids are getting off the bus at dusk, so it may be harder to
see them. Please slow down. He wished the membership a Happy
Thanksgiving and Happy Holidays since the board will not be meeting
until after the New Year.
Claude turned the floor over to the Treasurer, Michael Camino for
his report. Camino stated that his numbers are from October 1 st to
October 31st. Under income our due’s income is $6,215.60; dues late
fees $1,860. All dues total $19,766.81 for the month. Public Safety
$600.00; Rental Revenue $34,912.02; Code Enforcement revenue
$7,964.49; Community Center totals are $11,504.76; Income totals are
$88,077.28 for the month. On the expense side General and
Professional Services are $29,739.49; Computer Expenses are
$2,314.16; Maintenance payroll $98,568.29; Amenity Repair $1,863.00;
refuse/Garbage collections $23,512.73; Bar and Grill $11,759.60;
Community Center $15,652.14. Total expenses are $277,493.44 . Bar
Inventory $4,262.54; Grill inventory $2,982.11; Cash Assets
$538,470.51; Reserve Fund $727,730.82; Investment Account
$129,317.55. Please note that not all items for the totals listed in his
report are identified. Claude accepted a motion to accept the
Treasurer’s report from Bob Leon. It was seconded by Connie Simpson.
It passed unanimously.
Under Old Business
We got through the snow storm since we were prepared. The
answering service worked well.
The board has a meeting scheduled for December 6 th at 1:00
PM to discuss with our banking institution what our options are
on our investment account.
Gamble is still investigating the playground equipment and
installation at Main Beach.
The outside Lodge is almost completed. It will be painted in
the spring.
The dam and final audit report are completed and are available
for the members to review at the Administration office.
Under New Business:
Walk in Wednesday will begin on December 11 th between
12:00 noon and 1:00 PM. Dave Borsos and Bob Leon will be
there to handle the questions and comments from the
members.
Holiday hours for the rest of the year will be sent out via
email and will be in the Newsletter.
Committee Reports
Connie Simpson spoke on behalf of Rules and Regulations (R&R).
The committee is looking at a tiered approach for “Unsightly Property”.
“Nuisance Property” is identified as a property used as a dumping
ground for rotting garbage or broken down or deteriorating equipment.
A recommendation along with fine recommendations will be submitted
to the Board.
Maria Tirado-Quinones stated that the Appeals Committee did
not meet, but was meeting later on that day.
Buz Whelan, chairperson, spoke on behalf of Finance and Planning
(F&P). The committee met on November 21st to go over the financials.
He apologized if he repeats any numbers from the Treasurer report.
Whelan stated that our due’s compliance rate is 75.49% for the first six
months of our fiscal year. Dues income was $1,185,890 Year to Date
(YTD). On the delinquent collection report, $833,609.98 was collected
YTD while $823,459.25 of what was in-house. In-house collections
represent 98.7% of all collections, so kudos to Nicole Clemens. Rental
revenue is $541,515 YTD. The numbers of short term rentals (STR) are
311 which are down by 4 and 107 long term rentals (LTR) which are up
by 5. Bar and Grill income is $117,386.84 YTD while expenses are
$115,200.66 YTD. Kudos go to Darryl Gamble and the staff at the
Lodge. The committee is recommending raising the percentage of the
income from access card from 30% to 50%, that is credited to the bar
and grill income during the off season. Reserves are $727,730.82 as of
October 31 st . Two red flags are our attorney bills and the electricity
rate at the Lodge. Our attorney costs are $21,245.52 YTD which is over
our annual budgeted amount of $20K. Our electric costs at the Lodge
were $7,681.41 for the month of October. YTD totals are $37,266.74
which is well over the annual budgeted amount of $28,000. The
committee decided that the meetings will be held on Thursday, and
that no meeting will be held in December since the board is meeting
earlier than the scheduled meeting. The next scheduled meeting is
Thursday, January 16, 2025.
Bill Baehr spoke on behalf of the Real Estate committee that met
on November 16 th via Zoom. Baehr was impressed with how smoothly
and great the meeting went. They requested if they could add rental
listings to the ELA site but were told that it couldn’t be done. Many of
the members thought that the Administration office was also an STR
office. They were told it was not. The committee is also looking into
playground options for Main beach. In addition, they are laminating
rules to be posted in STR homes. Baehr asked if they could add to the
rules a “Do not feed the deer” statement. The committee also asked
for an evaluation of the cost of access cards. They feel they are too
expensive. They also questioned the fishing license be raised from
$5.00 to $10.00. Their next meeting will be held on January 18, 2025.
Director’s Comments
Connie Simpson stated that people should not feed the deer. The
deer can hurt people.
Mike Camino also stated not to feed the deer. He stated that we
live in the mountains and we just received the worst kind of snow. This
has caused power outages. He cautioned the membership to not exert
themselves, and that stop signs mean stop. He wished everyone a
Happy Thanksgiving.
Dave Borsos recognized Darryl Gamble and maintenance staff on
the great snow plowing through the community. He also had kudos to
the Lodge staff for the wonderful decorations. He wished everyone
Happy Holidays.
Maria Tirado-Quinones thanked the General Manager, Darryl
Gamble and staff for their snow removal efforts. She stated that if you
Google PPL, you can get a map which identifies all the power outages
and gives an estimated time for when power should be restored.
Bill Baehr also cautioned the members not to feed the deer. He
complimented the decorations at the Lodge and the cozy feel. He
thinks it is a good idea to carry an emergency kit in your car during bad
weather.
Chris Claude stated that we had 3 new hires on our maintenance
staff that have only been here for three months. They are not yet
familiar with our roads. Staff did a good job.
Claude also reminded the members of the following events:

o December 22 nd – Dungeons and Dragons
o December 31 st – New Year’s Eve Party
Standing events are trivia which is the third Friday of the month, craft
circle which is the first and third Wednesday of the month, karaoke
which is the second Saturday of the month and bingo which is every
Sunday between 4:00 PM and 6:30PM.
We currently have a toy drive. Please bring unwrapped presents
to the Lodge, Compactor or Administration building by December 9 th .
No toys that are weapons can be given out to the children. In addition,
please do not forget toys for toddlers and teens. Letters to Santa are
due by December 7 th . Please be sure to include your name and address.
If you would like to nominate anyone who is down on their luck for a
gift, the cut off for that is December 14 th . Over 500 coats were
collected for the coat drive.
Public Comments
Ange Noonan stated that the Emerald Ladies held an election and
have a new president, Diane DuCharme. The next meeting will be on
December 6 th at 11:30 for lunch. The plastic collection program has
been extended till March 31 st . Please bring your plastic to the Lodge,
Compactor or the mailboxes at the Estates.
Diane Shedlock asked if we were having a Christmas decorating contest
and was told yes. Homes will be viewed on December 19 th and 20 th .
Claude wants them creative. She also stated that there is a lot of debris
from bears by her home.
Louise Leon thanked everyone.
Buz Whelan complimented staff for the snow removal services.
He thanked the board for giving staff off for the holidays. He also
stated that there is a piece of property on the corner of Long Pond Rd
and Bus Rd that could be used for a STR office if the committee wanted
to build there. He also stated that many people had regrets that they
missed the last show at the Lodge, “A Down Home Country Christmas”.
He told the membership that the troupe was already booked for next
year. The show will be a comedic version of “A Christmas Carol”. Save
the date which is November 15, 2025.
Linda Shuey was concerned that passes were not scanned for the
50 th Anniversary brunch. She feels that data needs to be kept. She
would also like to see data on who is using the Lodge and who is using
the pool. Shuey also feels that there should be no charge for fishing or
boat registrations. She also thinks that the 2 minute rule should be
eliminated.
Mark Weiss thanked the board. His wife and he are very happy
here. Weiss supports means to make money. He also complimented
employees and staff and stated they have his support and appreciation.
Nine (9) new members were welcomed to the Community.
A motion was made by Connie Simpson to adjourn. It was
seconded by Maria Tirado-Quinones. Meeting adjourned at 10:57 AM.
